Second Chance Act Statewide Recidivism Reduction Grant Program
The Second Chance Act Comprehensive Statewide Adult Recidivism Reduction (SRR) Program was uniquely designed by the Bureau of Justice Assistance (BJA), U.S. Department of Justice, to help executive-branch policymakers and state corrections departments plan and implement system-wide reforms to reduce recidivism. This is the grant awarded to Iowa along with other states.

The SRR program was developed by the Bureau of Justice Assistance (BJA), U.S. Department of Justice in direct response to the challenges that leaders from all 50 states articulated during a 2011 national forum on reentry and recidivism. During that unprecedented event, corrections administrators from every state brought teams of corrections directors, reentry coordinators and other leaders together in Washington, DC, to set recidivism-reduction goals tailored to local needs, to develop research-driven plans to achieve those goals, and to identify measures to track their progress
